The 5000-5100 blocks of Westminster Place in St. Louis, MO gained the status of "private street" in 1959. There is a "Westminster Place Association" whose charter, filed in 1939, sets forth the desire to enhance the quality of life (and property values!) on those two blocks.

The separate "Deed of Restrictions," with one supplement, is a legal covenant attached to and running with the property deeds of all but one or two of the lots on those blocks. It outlines how those "enhancements" will be achieved.
